"With technological development and increasing needs of societies, new economical transactions have been formed in societies in which risk has been embedded in the heart of these transactions. Risk in its literal meaning is “The danger resulting from uncertainty about a possible occurrence of an incident in future”. Risk is a necessity for most of national and international commercial activities. In addition, in ethical perspective, humans’ development in individual, social, and economical, etc. aspects are guided by human’s behavior and decisions. It is obvious that realization of this aim is possible in certain and usual situations. However, in risky situations where a human is uncertain about or unaware of the consequences of his action, it seems difficult to make a decision that is in line with ethical norms. Hence, the present study in addition to analyzing business risk and comparing it to Gharar , aims at answering this fundamental question: what are the fundamentals of jurisprudential legitimacy and ethical narrative of revenue generating risk? The current study by using a descriptive-analytical method will show that: first, Gharar arises from ignorance or risks related to the pillars of contract and its outcome in transactions is the unfair increase in ones’ wealth to the detriment of the other one in the contract. However, risk in business is related to the future of invested capital and it has no relation with pillars of contract. Meanwhile, any profit or loss from business risk is a consequence of economic changes in supply and demand. Second, legitimacy of revenue risk as the superstructure can be inferred from the analysis of general jurisprudential rules on revenue generating risk with the centrality of the rule “Al-kharaj bial-ziman (profits against ‎liability)”. Third, in ethical perspective, a risk is considered legitimate if it is taken wisely and fairly and is based on individual and social interests. " Manuscript profile

Ethical and behavioral standards (professional standards) are based on several principles, values and ethical standards related to occupations that ethical standards like ethical and value declarations determine ethical virtues and behavioral standards set them to guide the members of minor areas. On the other hand, in particular, our country faces a range of problems and challenges such as the water crisis, the environmental crisis, the crisis of public trust and other social crises which in many cases may threat the integrity of the country. It is believed that such problems are derived from inattention of moral values, preference of personal and group interests to public interest and corruption in general and etc,. Our assumption is that the adoption of professional standards in every kind and in particular, legal perceptions of them will lead to the rule of ethical values at the levels of occupation at first and then, lead to ethical excellence of a large part of society. In the meantime, we found through descriptive-analytical study that ethical excellence, fight against corruption and the strengthening of public trust, the safeguarding of citizenship rights, the strengthening of professional solidarity, the preservation of the dignity and integrity of the minor areas, and etc., will be prove to be true as the positive effects that can overcome many of mentioned problems. Morality is a pervasive subject that covers all aspects of human life. Accounting is one of the most organized and disciplined professions in the world, and because of the type and nature of the services it offers, it must have a certain reputation. The continuation of this credibility and its validity and reliability depends on the intellectual and practical commitment of the members of the profession to its ethical and ethical standards. One of the fundamental issues in the philosophy of ethics in accounting is the discussion of the standard of ethical action and the evaluation of auditors' voluntary actions ethically. In this context, throughout history, numerous schools of thought and philosophers have emerged, one of which is Kant's moral school and moral consequentialism. In the first step, this research has investigated the place of ethical philosophies in formulating such professional behavior through library method. In the second step, using the survey method, it analyzes the auditors' views. Ethical responsibility and ethical consequence have a significant effect on the level of adherence to auditors' professional conduct. Adhering to two ethical dimensions of ethical duty and ethical consequence can also encourage auditors in the process of conducting ethical boundaries, including ethical duty-making and the result of the work presented in a way that will be relevant and credible to all. The process of US government approval is affected by the conditions, and many specialized departments in Congress, the Presidential Palace, and the Senate are examining it. This study examines the legal and ethical responsibilities of the Congressional Budget Office in determining annual budgets in the United States. The method used in this study is descriptive-analytical and documentary approach was used for data collection. An important issue to consider with regard to the annual budget of the United States is that the Congressional Budget Office has tight control over the amount and manner of annual budget allocation so that one of the most important causes of congressional oversight of the US budget can be the ability of the Congressional Office to review. He knew the exact conditions. Although in many cases the annual budget changes in addition to imposing the opinions of experts on the office of the President and the Senate as well, the most important part of its approval is in Congress and the Budget Office plays a key role in its approval and approval. This means that regardless of the key role of the entity, the US budgeting process cannot be examined, since the primary task of determining and estimating annual budget and overseeing its proper implementation is spent in the United States. Under the 1974 Act, it is in charge of the Budget Office. Legally and ethically approved budgeting in the United States involves careful scrutiny of the budget, its performance, and its subtraction so that its budget office is legally and morally obliged to do all of its steps accurately. It should be noted, however, that its oversight role is less than that of qualified bodies in the Senate, which some scholars regard as the most important functional task of the budget office to properly and appropriately allocate funds. The appropriation is made by the Congressional Bureau to facilitate the approval process, so that it can be dealt with more quickly and with greater transparency in the final form of a joint meeting of the Senate and Congress. This illustrates the strategic role of the budget office in the process of approval, communication and oversight of the US budget. Manuscript profile

Surah An-Nisa 'is one of the civil surahs. In this surah, marital issues and rights are discussed. One of the issues raised in this surah is the "solidity" of men over women. Verse 34 of this surah states the strength of the men of woman based on the charity and detail of the men. The issue of men's strength has been considered by commentators from the beginning until now, and each of them has had interpretations of this verse based on the prevailing culture in society. This verse, in the position of moral expression, is the subject of men's affairs over women, and the commentators have expressed the two titles of charity and detail as a factor of consistency, and have presented various views in determining the example of charity and detail. These views are full of extremism. In this study, based on the context of the verses of Surah An-Nisa 'and the verses before and after the verse of "Consistency" and other verses in the rest of the Surahs and accuracy in the meaning of charity, detail and consistency, it has been reached that consistency is close to educational and moral duties including behavior. The basis of justice is the observance of limits, the observance of the well-known principle, the denial of harm and transgression, forgiveness, etc. by men to women. It is also the "sphere of influence of men's solidarity related to family and marital issues" and does not cover other areas of women's lives, and women have full authority in other cases. Also, from the context of the verses related to marital rulings and the verses before and after verse 34 of Surah An-Nisa ', it can be seen that the authority of man over woman is only related to the field of marriage and woman has her own special and independent personality in other life situations. Is the only criterion of superiority of piety. Finally, it is inferred from all the moral teachings of Islam that the authority of a man over a woman is based on two principles, "infagh" which has been interpreted as paying dowry and "tafzil" which according to other verses of the Qur'an can be interpreted as provision. Islam has based the rules and rights of women on their nature, because social duties and responsibilities end with human nature. Manuscript profile

The aim of this study was to investigate the function of practical reason from the perspective of Allameh Tabatabai and to formulate the principles of moral practice based on it, using a descriptive-analytical method of qualitative content analysis. He considers theoretical intellect as having the function of true perception, distinguishing right from wrong, and the function of practical intellect as credit perception and distinguishing good from evil, and issues rulings related to voluntary actions. In this regard, the research findings indicate that practical intellect has three functions of perception (science), recognition of should and should not, is the ruling to perform action. In the field of perception (science), practical intellect operates with divine inspiration and the construction of credit perception. In the part of discernment, in order to achieve moral goodness, one should use the healthy nature and the divine law, which is the guardian religion, and in the function of the ruling to perform an action, practical intellect with the help of active force and during the stages of need, create inner feeling. Credit perception, giving the relation must (necessity), enthusiasm, will, command to do the action, and finally, by doing the action, pleasure is achieved for human beings.
